Personally IMHO the best times are earlier in the evenings and days are ok too but picking up is more difficult as is finding a spot if you do the car date thing. One thing can be said though: your mileage at any given time can vary.

Took a stroll down the K a few times and up Torresdale way out to the 7-11. Nice evening for the stroll. Not much out.
