Maybe it's not used so much anymore, but when I was growing up it was fairly common (especially up north) to refer to LEO as "(City name)'s finest", e. G. , "New York's Finest" for the NYPD, or "Chicago's Finest" for the Chicago PD, etc.
There's been some speculation that this girl is an LEO sting (I think someone said he thought the picture looked like it was posed in the interrogation rooms down on Poplar). Somehow, I can't imagine that MPD would be so brazen to set up a sting and call attention to it by naming their decoy "Memphis Finest", but stranger things have happened.
I also prefer e-mails first
I much prefer e-mail to phone calls for initial contact, as I require references which are easier to check via e-mail than by phone.
