I gave One a shot this afternoon. The door was answered by a tight little Asian gal in lingerie. Very friendly, constant smile. Here is a copy of the revised bill that is going to the House this week. I don't think they thought this through properly. RI has the 2nd highest unemployment rate in the nation. Passing this will make the girls and owners either leave the state or file for unemployment, not to mention the lose of the tax base when businesses close. All spas pay taxes, where are they planing on compensating for the lose in tax base, ad more taxes to the residents?

Well it looks like the good thing in RI is about to come to an end sadly. When all these girls put in for unemployment I want to see how the state handles this one. Oh well. I wonder how long it will take Uncle Leo to start raiding all these establishments.

A similar (sort of) situation is happening in Ma with reference to dog racing that was 'outlawed' last year. it actually takes effect at the end of the year although one track has closed already. lawsuits have been filed by dog owners, workers and owners asking for reversal based on the premise that you are taking what was a legal business under the law and now and making it illegal. They are asking that it be voided since it is taking a 'business' away or if that doesn't work they are asking for huge payments from the state for taking their 'property'. Not sure of the legalese of it but in effect they want payment for their business and for future earnings.
Secondly there is a a huge brew ha over the fact that it will cost thousands of dollars in unemployment benefits (now extended) from state and federal coffers not to mention welfare and food stamp ect.
Again this isn't apples to apples but the premise is the same. They have outlawed legal businesses which should be entitled to compensation. And of course those who are able can and should file for benefits including unemployment and welfare. All we need are some lawyers who want to take a chance.

My guess is there are already plans for some raids with the media (like the assholes at Pro Jo) and some of the leaders of the 'god save the women' interest groups set. They will lead some of the girls out in cuffs to prove they are big shits and show the world how tough they are. Well, since it looks like a good thing is coming to an end in RI, I feel like I should give a report on my first time at an AMP. I had read on this site that AMPs were technically "legal" in RI, and did some research using spahunters to find where I should spend my money.

I ended up at central health. "Amy" opened the door, and my god was she gorgeous. She asked if I had been there before, to which I replied "of course! " She led me to the room, gave me a bag for my belongings (a nice touch that hasn't made its way to my home state, unfortunately), and left the room for me to undress. Looked to be slow so went in.

If this passes, how soon will it go into effect? Will it be ASAP? Like will it be starting the very next day, the law is immediately changed, and indoor prostitution / contact lapdances, etc.. will be illegal? Or is there some lag time?

I did hear that the ACLU is involved in opposing the bill and that some of the owners have hired a lawyer. With the ACLU on board maybe a court fight will ensue and although the envitable will happen it might take awhile. SO

The explanation by the legislative council at the bottom of the bill provides a summary of the bill in plain English:

This act would define the crime of prostitution to include any location, would create
punishments for individuals who would attempt to procure the services of a prostitute, and would
define the crime of permitting prostitution within a premise.
This act would take effect upon passage.

The Bill sounds like it makes dating in general a crime, punishable with a fine: who goes out, buys a broad dinner and doesn't expect a blowj_b in return? That's a contract for sex, too.

I'm not married but I know half a dozen guys who have to drop a few bucks to get their wives to bust their nut and not their balls. Once again, sex for money. Everybody's going to jail.

I don't know the house and senate still seem pretty far apart on these bills. The key will be what comes out of the Senate judiciary committee today. If they approve the house bill restricting only prostitution (not lapdances) but with that comes stiffer penalties then game over. From what I read the sticking point is the penalty for first time offenses. The senate version used to only have penalties similar to a speeding ticket, and they seem pretty keen to keep it that way. The house looks pretty set on making it a misdemenor.

It looks like the GA is rushing to pass this law, and it will go through to the Governor to be signed most likely by this weekend. There was much discussion on changing the date of when the bill would be enacted, but it will be upon signage by the GA. Since the women got a lawyer, it will probably be challenged as soon as one or two get arrested.

I wouldn't really worry about the law effecting us, it is not like there are many Asian women on the police force, how would they be able to get a girl into a spa to set up the mongers. It will never happen.

Upon quick glance some of it looks the same but some has been changed.

As you say, the spas have hired a law firm and the ACLU is involved. A number of girls I have talked to have also testified or will testify this week.

Oddly enough bill 0596 was placed on the House calendar for today but nothing is on the Senate calendar - perhaps it will show up tomorrow once the House is done today. The House Judiciary DID recommend passage of 0596 Sub B - the modified version of the original Senate bill. Looks like the Senate Judiciary did the same:

Discussed the fallout and impact on the RI economy with a friend and it will be widespread - negatively, of course. Restaurants, bars, gas stations - you name it - they'll all take some kind of hit. You just can't outlaw a job that has been legal for 30 years and not pay for it, but apparently these righteous bozos can't see the forest for the trees.

The ACLU would not succeed in a challenge, IMO. The Rhode Island Supreme Court will not determine that legislative criminalization of prostitution is a civil liberty violation. Rhode Island will just be like the other 48.85 states (I gave the three counties in Nevada 15% of a state). If law enforcement were concerned about human trafficking, there were, and will continue to be, opportunities to investigate.

Regarding the severity of penalties, for many hobbiests, any criminal charge, especially for a crime of moral turpitude, could be devastating.

Fortunately, there is still payola, the second oldest profession.

Regarding a chaotic rush to make arrests, if I were a law enforcement administrator, I would move slowly to avoid bad arrests and additional national publicity about the state's "problem". All in all, I don't think that most folks in other states could give a shit. There are many people that think that prostitution is legal in Vegas, and tourism has only improved.

I don’t think there is a real chance this thing will fall apart this time. I hope so, but I don’t think so. The law as it stands right now is an embarrassment to the state, so the state government is willing to feed the most vulnerable in society to the wolves. I used to live in R.I and would hang in some of the bars on Barton in Pawtucket. The girls walking the street were all dope heads. So now the state wants to re-criminalizes indoor prostitution but doesn’t put anything in the law to help adicts…..just jail time fore repeat offenders. Now they will be able to take the cars of repeat offenders (men they hope). I bet they will be the poorest of the poor. The spas will be the first targets of the police but the strip clubs could be next. Nothing will change, but people will be arrested and processed. R.I has double digit unemployment, some of the highest taxes in the country. Jobs are not coming to the state due to the taxes, and this is what the gov takes on.

For the record if you want to buy a piece of ass in NY/NJ you can do it easily and for a lot less money than an R.I spa. And this is very illegal. This law will do nothing but put poor people in jail. Shame on R.I.

I have it from good sources (people actually making the decision) this bill will be passed. As someone said a bit earlier there has been a change in the origninal bill but forgetabout that, its going to be passed. The major reason behind this being certain, as someone on here said earlier also, it has been an embarrasment to the state for too long. The familiars I have said it must come to end during this sitting and it will.

First I am from Michigan where obviously it is illegal but still a thriving business. It may not be a free for all like in the past but once you are known by Moma you will be golden.

As for getting caught as a John, the only way you will get charged is if you talk. Remember you do not have to say anything just you came for a massage and that is all, remember they need to prove your guilt. While I am not a lawyer, it seems very far fetched to be able to arrest a person due to the reputation issue. Effectively this implies that going to an AMP is on its face a crime which is ridiculous and likely to be unconstitutional. The problem is that unless the ACLU fights this now, a monger who is nailed with this will have to go to court etc. and deal with all of the consequences of fighting it on appeal. This is IMHO a very bad piece of legislation and too far reaching.
