I was in the area tonight around midnight and visited both the Love Shack and Fantasyland.

DREW PARK - Prompted by a neighborhood group, police say they will conduct undercover investigations focusing on lingerie shops and massage parlors.

The city council recently appropriated more than $132,000 for the police operation, mostly for officers' overtime.

About 10 businesses in Drew Park have permits or zoning that allows adult uses such as nude dancing or the sale of X-rated material, officials say.

There also are about 10 adult-themed businesses, such as lingerie shops, that don't have zoning or permits for adult uses. Police will investigate those businesses for illegal activity.

Drew Park is bordered by Tampa Bay Boulevard, Dale Mabry Highway, Hillsborough Avenue and Tampa International Airport. Adult establishments began moving there in the late 1980s after Tampa revised its zoning laws to keep such businesses from proliferating throughout the city.

The new laws required the businesses keep a minimum distance from one another and from residential properties. Most of Drew Park, a former military airfield, was zoned commercial, including lots on which houses were built.

Some people say the adult businesses have depressed the area, bringing crime and turning away potential investors.

The money to pay for the police operation comes from the Drew Park Community Redevelopment Agency's 2007-08 budget of $1.2 million. Drew Park is one of several city redevelopment areas where a percentage of local property taxes are reinvested in the neighborhood.

The redevelopment agency includes residents, business owners and city staff.

Jeanette LaRussa Fenton, the city's Drew Park and West Tampa manger, said the agency supported spending money on police operations in order to improve the neighborhood.

"There is a concentration of problems in Drew Park, and we feel that it warrants the additional effort over and above the normal routine operations," Fenton told the council March 20.

The council approved the appropriation 5-2, with Mary Mulhern and Linda Saul-Sena voting against.

Mulhern said she worried the police operation might not have a lasting effect.

"I don't think it is a great use of funds," Mulhern said.
