Despite the sheer # of places up and down Tustin, most are legit (or perhaps a rub & tug), the city shuts down FS places pretty quickly. Not really tolerated within the city.
But, hey, many things have changed, Anaheim used to have a ton of places, but those numbers seem to be dwindling.
At least in my experience.

Traffic Jam at Green Sign, neighbors are restless
Visited yesterday and got Miki (even better than the reviews, but you knew that already).
Later on got a text from MMS politely requesting that next time I park in a different plaza and walk over.
Apparently the neighbors aren't overjoyed at the renewed permit and are causing problems. No one wants to kill the golden goose so it's a good time do some shoe shopping (and leave the car parked there) before dropping by the spa.
P.S. Got a nice preview with Jojo and Tina. Anyone seeking more than Miki's perfect C cups will delight in their ample offerings.

Po Po might not care about what goes on inside, but if you are denying revenue to a neighbor establishment & that company complains of a loss of income (tax revenue) to their friends in the OC council, that's bad news. I'm betting much of the other neighboring businesses don't deal in cash so their sales tax revenue is reported unlike a strictly cash business.
