Another question going through my mind is, Why is there so much effort to shut down there businesses most of which do not offer full service but are simply women trying to find ways to survive in this world of financial hardships. Or am I missing something. There are lots of other businesses operating without a license but are not being pursued with such fervor to be shut down.
Prostitution is illegal and I would never encourage people to break the law but what these businesses offer does not fit my understanding of prostitution. There is another activity that was considered worst than prostitution just a few years ago. Now it is legalized, strongly supported by high profile people all across the country including those in highest offices of Government and those practicing it also receive government benefits and yet so much time and money is spent going after some struggling women offering "Hand jobs." How can this be changed?

If they mention the word "massage" in their advertising or offer to give you a "massage" they need to be licensed by the state of MA. If they're not licensed, the state can and will take action to fine the person and / or shut down the operation. Why? They think someone, somewhere is trafficking these girls.
A handjob by definition is considered "sexual conduct". Pay the girl for the massage, bodywork or HJ and you're giving her a fee. The state considers "sexual conduct for a fee" prostitution. Prostitution is considered illegal.
Semantecs? Yes. Does the city or state care? No. What's important to the city is they're stopping the activity.
How can this stop? The asians (Chinese, Koreans, etc.) need to get a high powered attorney that's not afraid to get dirty and to take the time necessary to get the laws changed or the method of licensing changed. The Vietnamese did it with nail licensing. As it is now the state requires the education and licensing process to be in English. Most of these girls can't read English and can barely understand it so those girls can't or won't get licensed as it is now. The education process for massage is also a lot more involved then giving someone a backrub and the job itself is physically demanding so everyone wants to be a boss and not a worker. Give a girl a license and she can be a boss. They also want to be a boss so they don't have to work or touch our fat, stinky, dirty bodies. I hate to tell you guys, they don't really think our "so big" cocks are the best thing they've ever seen or that we're "so strong" and don't think our "juice so good" is as good as much as they say. They do it for the extra money it brings in.
The other activity you speak about I assume is the decriminalization of marijuana. That took years and years to change. And in MA you still can't possess more than a small amount without getting arrested as it is technically legal to the degree a lot of people think it is.
To parallel the two issues. Carry a small amount of pot and not a pound and you're fine. Call yourself a bodyworker and not give HJ's and you're fine.
It's just a matter of which side of the line you want to walk.

Some cities and towns are much more pro-active about shutting places down such as Needham & Wellesley, others will investigate when they get complaints from neighbors, business nearby or some purple moonbat type. And then there's Martha who likes to make a big splash in the news about trafficking. It's more like "carpooling", but whatever.
I haven't heard of too many shut downs in Framingham or Quincy, but plenty in toney Wellesley. I advised one provider to never talk money or tip. She got busted, but the charges were dropped and she's back in business. Good for her. She didn't talk $, but LEO did the talking and the hand motion which got her busted, but subsequently the charges were dropped. AMPs need to pick better towns & stay UTR.

I have recently visited school in Quincy and not good news. I go there hoping for young woman and get 45-60 why / o asian woman. (forgot name) Nice woman decent massage and a little tease so I figure I am set. On flip she ignores my favorite part and when I kinda keep putting her hand there she looks very sad and says I no want trouble, you do. Well I persisted and she reluctantly finished him off but with a bad attitude. Gave her 40 and dressed and left feeling like a bully.
