Police do not make arrests for prostitution. If they do, it's most likely the john that gets arrested. I believe they are mostly looking for underage girls working the streets. Once upon a time there used to be raids on local strip clubs. Arrests were made, mostly of the girls working the clubs. I was present once at the old Ricks when a "raid" went down. All of a sudden a man stood up, held up his badge, identified himself as police. They stopped the music, the lights came on. The girls were in obvious panic. About a dozen were arrested and taken to jail.
