I don't think you are looking hard enough. Hint: Check the local newspaper. There are some hit and miss, but there are definitely spots that give extras listed...

I was driving past an AMP in the southbay, and noticed the sign for a store a few doors down. A lightbulb must've been out, so a few letters were dark and the sign read "HO MEAT MARKET".

Checked out an AMP in North Torrance near the post office that I had noticed a few times when going down Crenshaw. Agape has openned again. After many missed opportunities going there and many new praises for LA Accu next door. I visited the old haunt again.

It's bullshit, but the balance of the fine after the $20 violation is related to court and miscellaneous costs. Funny how the dollar amount for the court's cut of their money is many times more than the infraction itself.
Just like red-light cameras, tickets are increasingly being used as revenue makers rather than for the safety of the public (as described for justification for their use in the first place).
