You would actually have to have a license or permit for film production. I would check into each individual state law, but there is more than just having a camera.

Some places allow officers to expose themselves to both Johns, and prostitutes in order to bust them. Now if you expose yourself to them even if they asked you to in order to prove you are not a cop, they can add that charge as well. Even though it is a clear case of entrapment at that point, but they now play it off as you had intent to do something illegal. It is not as if the Constitution has anything to do with this country anymore. It is like they can lie to you, but can charge you for lying to them. This is because the laws only apply for the common people, and those in power only get busted for egregious things, and then it is a slap on the wrist.
