You can't really be surprised when they don't put in as much effort, rush, watch the clock, etc when you're paying a lot less than they asked for. That's why I rarely bother with trying to negotiate, if they ask more than I'm willing to pay then I just move on to the next one. If everyone does that, then they eventually lower their rate. But if everyone tries to negotiate, then they raise their rates even higher so that after negotiations they end up getting what they wanted.
