With the volume of customers, most of whom are from out-of-town, it would be more troublesome and time-consuming to reference check each one, esp. If they do not have a relationship with other K-agencies. There is always a certain amount of mutual trust between these businesses & customers that is required in order to continue to function. They each of something to lose if either one breaches the trust.

I screened years ago (like when VAC was HSLV), but VAC, LT, DW, and Voldemort have all accepted my P411. LVNC was the only one that refused.
