YMMV. Your mileage may vary. I am sure "for the right price", you could negotiate a deal with **almost** any provider, but "your mileage may vary". Craiglist providers come and go so you'll hardly find a list that one may have.
Your best bet is to probably go south of the border, where "anything goes".
