Why some cities yes, some no.

Plus just the public image in some cities such as Irvine, wants to have a squeaky clean image - "best places to live" and all that jazz.
Perhaps I'm oversimplifying, but other cites that don't have such a tax base, say a GG, will look the other way as some business is better than none.
So bottom line, I don't even bother with cities that have manicured lawns, I go for the weed infested areas with chain link fencing around yards.
