Not Milwaukee but I expect we'll see more legislation like this everywhere in the future. In Dallas a woman waving at cars or talking through a window in an area known for prostitution can now be cited.

Seems like it would be best to just avoid a problem area. I've had the "opportunity" to wear the shiny "bracelets" a few times. The cops were very nice, not abusive at all. But they still took me to jail. Maybe I should have "done something" to enhance the experience.

I know STG will allow fake ads to catch those trying to meet under age girls but will not tolerate a regular sting operation on their site.
The police will certainly not disclose their "investigative techniques". One particular favorite provider of mine recently, actually included the cross streets in OC of where she was hosting on STG's!
Several months ago she and her two compatriots were using a room in OC. The "provider" was called by a "client" and directed to a motel across the street from where they all were staying. She went to the motel and met Uncle LEO. She wasn't arrested but received a warning. Apparently it wasn't enough to keep her out of town because two of the three girls were back on a regular basis since then.
I've brought this issue up before regarding OC. The police can do a consent search on the girls phone if they finesse things properly or get a warrant. Then they can use the numbers in her contacts to set up dates for potential " prostitution demand suppression operation. ". They can also set up a bogus ad but they really don't have to because there is enough low hanging fruit right there in the motels.
