What part do we play in this cycle?

Henrico and Chesterfield are starting to tackle this with programs thanks largely to the work of John Shinholser (sp?) and the McShin foundation. I don't think Richmond is near as far along though and it doesn't seem like Hanover has a big enough problem to even address it. I have heard too that Henrico and Chesterfield are building prisons specifically for addicts with abuse specialists on staff.[/QUOTE]Perhaps they would resort to robbery or violence if there wasn't any profit in mongering. I've had some say they use drugs to block the pain of what they do.
