It looks like they can get data showing what numbers you have called or texted, when, the duration, etc. , as well as tracking the locations of phones they are watching. However, based on what I have read so far (mainly one of the more detailed reports out of Florida), the indications are that they cannot capture the content of calls or texts. They also apparently need to have their devices within a relatively short distance (one article said a mile or so) of phones that they are trying to monitor. It says they work by tricking your phone into thinking their box is a cell tower, so your data is transmitted directly to the box, where it is captured and can then be analyzed.
This is scary, big brother type stuff, but unlikely to be used to target us lowly mongers pursuing our little hobby for fun. Thanks for sharing. We are witnessing the end of privacy as we know it.

But there is mention of "mission creep, " because once the tools are in hand these jurisdictions don't have clear policies on limits on their use. Heck, many cities don't even admit they bought a Stingray.
