There is a bit of a safety factor there, in that if you say specifically what jurisdiction you're working in, it makes it easier for the popo to set things up.
Otherwise, I take back a lot of the nice things I said previously about navigation. There seems to be work under way to screw that up and make it more like the old site with lots of scrolling through the same ads that continuously renew. I guess there's some value in increasing the time people spend on site, as opposed to being able to find things? I don't know. The new right rail stuff with providers from nearby cities is pretty useless to me. It's not like I'm going to suddenly decide to drive 100 miles because there aren't enough choices here. There are. Maybe that makes sense in most of the country, where they don't have many ads. It makes very little sense in Cincinnati.
