I know P411 has a section for girls to make such reports (as well as leave ratings for guys they've seen that are members that only other girls can see). TER, and RS2k do as well. There are likely others that I don't know about, but those three are probably the most well known.
I know some girls may use Mr Number in a limited capacity for those purposes, but that isn't really its primary function. It's probably mostly lower end girls using it, and they're just as likely to make false reports just to try to eliminate competition.

They kept sending me new debit cards with my name on it that I never requested. Their customer service was of no help. I don't even think they even have a fraud department.
