Here's how it works. It's no longer a crime to offer sex for money. However. It IS still a crime to SOLICIT prostitution (to pay for sex). So, when they raid the parlors or set up stings (and they will, for "human trafficking funding reasons) the girls go free with no arrests or records. And the "johns" go to jail. This has been the standard in Scandinavia for 20 years, and other "liberal" countries are adopting this format. Canada has the same laws; "girls go free, guys go to jail". In some countries the penalty for "solicitation" has been INCREASED substantially for the "johns". Significant jail time is mandatory in some some northern European countries for 2nd soliciting offenses. Thank GOD for Germany & the Netherlands, where the oldest profession is legal, safe, regulated, and fun. The Scary part: this gives the girls the power to call the cops, have you arrested & they go free, perhaps with a pat on the back and encouragement from law enforcement.

Apparently that shift occurred here a long time ago. Prostitution is a B Misdemeanor, but Patronizing or Soliciting Prostitute is an A misdemeanor. That must be the women's' lib movement.
