Yes, but the theory is (1) that if a person has already revealed information about his identity, it would be less likely that he would commit a murder, robbery, etc., because of the increased probability of being caught, and (2) that a person intending to commit such evil would likely not want to reveal information about his identity in advance because of the increased probability of later being caught. (By the way, I'm not taking a position on use of verification, but merely discussing the concept.)
