It's also possible she may have an agreement with BI that allows her to advertise on her own, but prohibits advertising a lower rate. If that's the case then she wouldn't want to piss off BI until she's sure she can get sufficient business on her own. Of course if she does get sufficient business on her own, then there'd be no logical reason for her to lower her rates at all.
Remember that unless she has a drug habit there's no need for her to see someone every day, 3 or 4 per week at $300-$400 each is sufficient to live comfortably for most. Offering incalls from hotels would increase overhead though, and require another couple of guys per week obviously.
