The fact that 95% of those that do ask for a deposit never end up being legit is a reason to almost never do a deposit except for an occasional well respected well reviewed provider that is worthy. Which those were far and few to begin with and are now unicorns to be found.

I would venture so far as to say, anyone who actually pays a deposit and then gets nothing cannot truly claim to have been ripped off because they will have paid to learn a useful lesson: Never Pay Deposits! Even long established and well-reviewed providers cannot be fully trusted to always deliver as promised.
