Perhaps best bet is to just have a pre paid phone that you use to mess around with, that way your identity is never linked to the phone. They can track your GPS location based on the phone, but not your identity.

The auto manufacturers have deals with cell carriers for the vehicle to work on the internet of things, as in passing limited amounts of data, like vehicle diagnostics or crash data, without the owner subscribing to a service plan. This means the vehicle is continually in contact with a cell network.
Most of the tracking devices simply act like a cell site and / or WiFi hotspot and log your presence as your device shakes hands in an attempt to connect.
I'd worry a lot more about that or a powered up device than a truly powered off device. Most of the buzz around communicating with so called powered off devices involves malware that makes to device appear to shut down but it's still powering the radios.

Etc is revealed, so they can know your phone number, associate who you are with that phone number and track you. I can see this being a good tool to fight drugs as in catching drug sales over the air, but targeting everyone I don't agree with. It's like wiretapping without a warrant.

If you're only dealing with secure websites or apps that only use secure layers, for example. Those that start with https, once you arrive at the site further communication is encrypted even without a VPN. Some governmental agencies might still have access to it.
What you can't easily hide are things like your device name, phone number, SIM card info unique to you, MAC address (a unique I'd burned into your device that also includes certain manufacturer data), or any information exchanged in the clear by apps sent once a new network is connected to. What gets exchanged depends on the type of network (s) the scanner is imitating.
Most of that information would have to be cross referenced back to you by your carrier's customer database. However, if linked in a private database with plate scanning information, every hit added to the database increases the quality of matches without external requests. In theory, a device collecting over the air signals would get a bunch at once, while plate scanning and photo devices collect less and at slightly different times. By slicing and dicing the data around what was or wasn't present at specific times, a database would improve over time and be able to match plates with internally available DMV data to devices. I'm not saying this is happening now at a local level, but I'm sure it's at least available at a higher governmental level and possibly in use.
Some folks aren't aware of any of this and leave things like notifications, mail and text apps, news and weather alerts, social media. Set up to auto update, and some apps don't default to secure methods. In those cases, once the device connects to a fake network, the device will attempt to log in and update, sending your user I'd's passwords and other info immediately and in the clear. This holds true for both legit law enforcement devices imitating cell carriers and the amateur sitting in McDonalds or the airport broadcasting a network name of "Free Public WiFi" over WiFi. Some devices may even try to back up information like photos, video, and messages to a cloud server if the other device is smart enough to imitate the correct protocols. Think "The Fappening" stolen photos and video.
To me, the easiest countermeasure to high tech is low tech. Have a plausible reason for being somewhere, don't loop hot spots, and treat your device as insecure when away from your trusted network by not engaging in incriminating communication.

If you're driving around and randomly pick up a SW, how would they know to start tracking your car vs the other 100 cars in the area?

It's simply another slice of data to add to plate scanners, toll pass readers, and cameras.
They don't know who you picked up, or even if you're simply lost, but they would easily know how many times you've been through today and on past days, and possibly where you stopped. With multiple locations of devices, a vehicle making multiple passes through an area would definitely stand out and possibly be one to watch. Matching the scan with a registration could easily establish if a vehicle lives in the local area or is "visiting" often. Time and frequency can also be analyzed and tracked. Maybe a pizza delivery sign on the car would help? You could also become something to watch via traffic cameras, or to generate an alert when you return.
For decades, PD's have tracked stops and license plate lookups or "runs", even for those who aren't ticketed. An officer could consider how many times your plate was recently run by that department or nearby departments when deciding to stop you or write a ticket, along with tickets and written warnings issued, as the run data became part of your recent record.
As computing power and storage becomes cheaper and faster, storing and analyzing it becomes easier. Computers are great at matching, comparing, identifying patterns. Many of these tools are purchased as packages from third parties, like red light cameras and plate scanners.

My gut tells me they are using this technology to help solve crimes vs proactively predicting who might be about to commit a crime. Even if the technology flags you for having circled the same area 30 times and you get stopped what can they do other than ask if you're lost.
Best bet to reduce getting snagged (in my opinion) is to find a regular with a phone, you minimize the driving around and possibility of picking up an under cover officer.

I really don't see LEO in a crime ridden city like Waterbury, putting the man power and this technology into snagging Johns. Their resources are needed elsewhere in town.
