Although I've read some reports of Destiny getting really snippy at times when someone cancelled on her, so it probably depends on the mood you catch them in and how many guys have already wasted their time that day (it sucks when you have a legit reason for having to cancel. Unfortunately the providers have no way of knowing who was actually serious and who was just wasting their time from the start).

As to the first part of your post, there is definitely communication between some providers as far as warning each other about certain clients, and databases of "blacklists" and stuff. Same as we share information about providers with each other. I don't think it's to quite the same extent that clients share info, I think they only tend to make a point to warn other local providers if they have a REAL problem with someone (say a client robs or assaults one of them). I doubt they're communicating with each other about every single client they see.
