They are often used in High crime areas to cross reference with security cameras and probably license plate capture cameras. The data I assume, would be stored forever. Really paranoid? Get a cell phone with removable battery; Most phones are not all the way off when turned off, a handy feature if lost.

I do not know what Wtby or other depts have specifically but there have been a shitload of Stingrays sold to local LE. The Stingray has enormous abuse potential and there are many instances of it being used to shred the 4th Amendment.
