Even if it website is owned by a non US citizen and hosted on servers in a foreign country if the dot com domain is registered in the US or registered with a US based provider the domain is subject to US laws. In these could have moved to the Netherlands or Czechoslovakia.

There is a certain amount of decorum one has to possess. Being clean fresh breath and most of all height weight proportionate.
