If in the course of his "police work" you hinder him, slows him down, obstruct or otherwise just waste their time they can, and if you're the subject of their official duty, then they most likely will tack on that charge to your booking sheet. It's called POP charge. You've Pissed OFF the Police so he's going to make bail harder, time longer and probation more aggravating. If he asks for your ID and he needs to know it officially you don't have one so he has to ask. Bunch of questions go enter it into the computer for several different databases and they feel it's wasting time, they will tack it on. They won't go putting it on without good cause because while "hindering their performance" is defined at their discretion in the moment it will go before a judge and it's his determination if your guilty now as much as the officer may want to mess with you, he's not going to risk admonishment by the judge for bringing BS into his courtroom and if he sees you enough with even just small crap like this, well I've seen a judge make someone with a badge's life hell to make a point just as they have done with the convicted. But just like I've never witnessed someone use a needle for recreational drug use and not end up addicted or have some significant detrimental result also I have never seen someone give an officer a hard time and not have it go well. If you get ROWOV charge you're an asshole that's that. If he's got you he's got you. Skill, bad luck or whatever brought you to that point just minimize it with yes sir no sir three bags full then STFU. But hey, you're life. If you want that officer to start adding charges like it's Pringle's chips and once he starts he can't stop and it's going to get costly for you. Wrong or right, moral or immorAl. The reality here is that's something they can do and no amount of complaining will make it less because that law will stay on the books for the ace in the hole it can provide with shit hits ran and they willl use it c.

They need to suspect you of violating some law no matter how minimal that law is. Any traffic offense, jaywalking, open container, loitering, suspicion of prostitution or just about anything. If they suspect you for some valid reason (even resembling someone that committed a crime), they can stop you and ask for it. You can refuse and then they will determine whether to let you go or detain you. They will usually opt for the latter one.
