If they're offering "party favors" then there's a very high likelihood that they have a pimp. If they're offering to trade for party favors, they're just being honest about why they're doing it.

Also, ads like those are more likely to get LE attention.

Of the ones who do though, a good percentage of them get so caught up in the "partying" that they never get around to any sex. So the girls essentially get paid to hang out and get high.
So there is some logic in advertising for it, but in my opinion it would also turn a lot of clients away. Like I said though, just about anyone advertising that they're supplying the "party favors" has a pimp who's probably the one actually doing the advertising. So he's looking to maximize his profit.
It most certainly does attract Uncle LEO's attention though, it's like offering a two for one special on arrests.
Personally I won't avoid seeing a girl just because she gets high, if I did that there'd barely be anyone to see. I will avoid anyone who's actually advertising the fact that they get high though, that just demonstrates their carelessness, and that increases the chances of getting caught up in situations best avoided.
