If you look at Costa Mesa's massage ordinance it is literally impossible to operate even a non-sexual establishment there if you follow the law. I know several spa owners in CM, including franchise owners from all of the major chains, and literally none of them follow the law as published. CM requires other things like a minimum 60 W light bulb to be on at all times (no dimmers allowed), and providers wearing police-issued photo I'd badges at all times.
