Just heard this on the radio news. Hopefully this will get others states thinking in the same direction. At least it's a small step to possible decriminalization or even legalization.
It is only the Manhattan the who won't go after prostitutes or unlicensed massage providers. But, he will still go after us. Yes, Patronizing is still a crime in his eyes. And of course he has to throw in the "T" word. Can't make an announcement about sex for sale with using the T word.

You said itself in your title- "low hanging fruit". Drug gangs have practically taken over entire neighborhoods in Chicago and the suburbs. Murders are up. Car hijackings are everywhere. More than a few communities are talking about dumping their police departments or cutting funding. Prostitution arrests makes them look like they are doing something useful. The arrests for the most part are not violent. There is very little political opposition. Conservatives think it is an immoral practice that is a sin and liberals claim that it dehumanizes and abuses women. The cops claim it encourages rampant drug use which is why many girls are on the streets. I wrote on the streetwalker page about Baltimore and New York decriminalizing prostitution. But that is only for the girls, not us. Besides, more than one girl has related stories to me about cops she services. So it seems to me that the cops want to be seen as doing their jobs and prostitution is just too easy a target.

Look how long it took marijuana to become legalized in the first state.
First it was medicinal in only a couple states. Then more states. Then most states.
Then it was recreational in one state. Then more states. Etc.
The process of decriminalization has begun. In 10 to 15 years it will be legal everywhere in the US. But between now and then is a slow and laborious process of going state to state and the first wave will only be decriminalization on behalf of the providers.
We can only hope it will happen here.

The interesting point is that for many years Nevada was the only state that had legalised gambling and now it is just about everywhere. The first baby step was when it came to Atlantic City.
But the caveat is will sex work be any less costly if it were legalised. I know one SW who says she wouldn't want it legalised because she would then have to pay taxes on it. To me that would be a far lesser evil than possibly obtaining a record which could impact your life in so many negative ways.

More than likely somebody close to him must have been a trafficking victim. I though live in DuPage. I haven't seen any streetwalkers in that area for a very long time.
