Yes all those sites are scams to get you to signup for a porn site. There is never a phone number behind them.

I have never actually heard of a provider that actually used an online check system.

Scams. I have never had to use one of these sites before hooking up. ANY method that requires you to give any personal information like a credit card just SCREAMS scam.
