In Germany, there's actual legalization, and it works pretty well. The big tourist brothels are an expensive bummer, but most cities have plenty of mid-size apartment house brothels that have a group of women freelancers using the sex-furnished rooms (bed, mirrors, soft lighting, "erotic" art), with the Johns paying 30 Euros rent and 30 to the girl for 1/2 hour: about $75.00 with no risk of arrest and the possibility to develop a regular client / provider relationship over time. I've seen plenty of East European, Italian, South American, African, Turkish, but also German women working in these small-scale places, under no more compulsion than the cashier at the grocery store across the street (and no less, either), usually with an older madam answering the phone and the door, and the girls hanging out in a back living room smoking and texting between clients.
