Just finished reading an interesting online story. Baltimore is going to quit prosecuting low level crimes, including prostitution. The prosecutor is claiming that the level of offenses went down during an experimental period during the pandemic. Kim Foxx was quoted in the story. She is said to be exploring Baltimore results to see if she should do the same thing in Cook County. Could we actually be looking at arrest free mongering in Cook County?
It will probably be that prostitutes will not be charged but customers will.
Not if she stops prosecuting prostitution. I'm not saying it will happen. Chicago is not Baltimore. Still, with so many politicians in Chicago wanting less police arrests and less people in jail- particularly minorities- for non-violent crimes, who knows?
Seems like life imitating art with Baltimore, for anyone who watched The Wire.
Obviously, I'm on this board for the hobby, but not prosecuting low level street crimes is a mistake. The success of what is known as a broken windows model of policing has often been tied to a strong economy (e. G, it was easy for Bratton and Giuiliani to see success with their strategies in NYC because the economy was strong and Manahattan had become a rich person's paradise). However, that model of policing makes sense more generally. Chicago would become chaos. If Foxx is serious then she should work with officials to legalize prostitution or work with police to create specific zones where street level crimes wouldn't be prosecuted (red light district or Hamsterdam in The Wire).

They still bust the occasional street hooker for obstructing traffic / soliciting rides, but it doesn't seem to be a priority.

Obviously demand decreased during the pandemic because most mongers were reluctant, just didn't want to expose themselves to the virus. (there's always exceptions) but as soon as summer started with all the George Floyd moment, Chicago police reassumed their famous sting operations. They kept busting mongers who were replying to their online ads. In fact, they joined other police forces within cook county which include many suburbs and together they busted hundreds of mongers. I don't think they go after street hookers that much for violating traffic as you mention, most of the time they go after the mongers because it brings lots of money fir then! Mongers have to pay a fine and also their vehicles get towed so more money for them! Being a Democrat city means a huge staff budget and burocracy, somehow some way they have to justify their existence and always chose the easiest job, prostitution. I wish they would go after the real crimes!

Girls can make $$$ and feel protected by the police which would eliminate a lot of need for pimps and "drivers". Make them like Uber, independent contractors paying their cut to the government.

Like park a couple blocks away and walk up.

His Reverend Lovejoy routine about "trafficking" is nonsense but I'm sure he's conned himself into believing his one crap, though.

Look at Rockford and Belvedere. Republican areas with a ton of busts. It's easy money for the sheriffs and they get to brag about their bullshit work on "sex trafficking". It happens across the country. They should focus on abusive pimps and assholes like Matt Gaetz who sounds like he hooked up and paid up for sex with underage girls. Epstein, Maxwell, Trump, Clinton, whoever. Bust them all.
I just don't understand the towing of the cars unless they actually parked in the parking lot. Some lawmakers thought it up as added revenue that isn't a tax on everyone that would help gain support. It is just like they redefined trafficking so that it covers any and all busted involving prostitution and easy federal dollars for the enforcement.

It makes it harder to explain to your spouse, creates a hassle to get to your job the next day without it, and in some cases they are requiring the spouse to go and get the car from the impound. There was an article about that not long ago.
Dart, Cook County, and any other politician / city that runs these stings tries to take the moral high ground, always using trafficking in their interviews. However, this has nothing to do about moral high ground / trafficking and everything to do about revenue generation. This is one of the last "crimes" that they use shame to their advantage for those they arrest. They know most will pay the fine and not fight because fighting puts the fighter in the spot light. It also makes it looks like they are doing something, when in reality they could probably plan it over donuts on a coffee break.
When politicians get truly desperate (especially in IL), they will consider legalizing and taxing it (much like weed). Until then it will be like the wild west. Canada does it correctly. Europe seems to know how to do it. Yet, in the US we can't do it? It's much easier to go status quo then change. Dart knows the tree is still plentiful of fruit.
