So basically this was just harassment. It is similar to the tactics used by Hollywood PD when Sunset was a major stroll, where they would throw on the lights, stop you, give you a field sobriety test, which they then claimed you failed. After being cuffed and put in the car and taken to the station, they would give you the breathalyzer, which of course showed you weren't inebriated, and they would release you.

Mayor V. wants to be governor. Californians are a hard group to peg overall and being weak on crime is a sure way to not get elected to statewide office. Working with Bratton and being able to claim a reduction in crime(particularly murder as backed by statistics) and having the people believe it because the most visible crime there is(streetwalking prostitutes) is greatly diminished, is something that benefits Mayor V. a great deal in pursuit of statewide office. The enforcement against prostitution ain't going away with Antonio as Mayor.

Street action is pretty harsh at this point. There are the few exceptions, but those seem to be only temporary. For instance, up until a couple weeks ago, Sepulveda in Van Nuys and Sherman Oaks was the easiest place to pick up a decent looking sw, but only for a couple months.

My advice is to use review resources to find out the more reliable and more attractive girls on cl.

Short of that, read the downtown LA, Long Beach, Pomona, OC, and SF Valley sw and general report section and prepare to do lots of driving.

I think Figueroa needs a well deserved break from action, the absence of Quality Mongers in order to bring a sense of reality back to the girls working the track. That said if you want to cruise the track I at least want to make sure you hit areas with action on it. One of the most heavily patrolled areas in LAPD areas is the Section of Figueroa near USC that is loaded with USC kids and restaurants, you can find at least 4-5 cars in this 3 block area at all times. No Streetwalkers can be found here though.

I think singling out a single group of people as the worst offenders is a low blow considering this discussion is not about welfare but mongering. When it comes to welfare I'm afraid your statistics are very misinformed, on the national average, whites lead in welfare abusers, followed by blacks and then Hispanics. And blacks are the leading abusers in terms of overall percentage per population. I think that there are people from all races who are lazy and get welfare checks but this shouldn't be the forum to bring up those numbers, it's counterproductive to our mongering discussions. Plus, there are mongers from all colors, races, and creeds why marginalize a section of them with your bias data?

I think the biggest factor for driving these girls away from the street is simply the array of options available to them that wasn't available back then, and with the constant modernization of technology it's becoming easier to network without the need to get out on the streets.
