I cruised wilkens Tuesday night 9-12pm. Saw a few SW's but nuthin caught my eye. Just my luck it started down pouring when I arrived for about an hours worth. I am not quite sure what this means. Could it just be a burned out bulb? I have seen them move the boxes around, but I have not seen one just siting there with no light. I would attribute the increase in un-replaced burned out bulbs to the declining Polish population of East Baltimore.
