A lot of them don't, but I have always been able to cycle through enough of them to get one to work sooner rather than later.

Based on all my reading on this kind of stuff, VPNs are built for security but not anonymity. Tor is built for anonymity but not security. Using both at the same time would be the best bet but would also be the slowest option.
