True, your answer is correct in this situation, BUT if Frank had asked the same question about using an escort agency, the answer could very well have been "yes."
Frank was probably thinking that the spas got more careful after the raids. Clearly if he knew the answer, he would not have asked. But Frank stated it had been many years for him and that he was uncertain of the current protocol, so he asked a serious and legitimate question.
