With marijuana there was a large and growing support for legalization. Support for it was growing. Support was based more on age than political affiliation. A young Republican was more likely to support legalization than an old democrat. With prostitution you don't have people taught at a young age that it's ok, there's still a stigma with it. It's also highly associated with drugs. There is very little sympathy for the cause. Until you have public support well over 50% legalization of prostitution won't even be on the radar.
