Milwaukee Statutes 106.34-5 and 106.35 are what you're looking for here. Especially 106.35. It refers to loitering in a known area of prostitution. (National Av, Greenfield Av and Lincoln Av have all been designated as known areas of prostitution.) It's fairly scary stuff that indicates simply gesturing to a known prostitute can get you a ticket for loitering with intent. HOWEVER the same statute states they can NOT ticket you without giving you a chance to explain why you are in the area and cannot be found guilty if it appears the reason stated is truthful. Hence my reason for always having a cover story as to what I'm doing and where I'm going.
Now. If they can ticket you for just gesturing to a known prostitute, I'm pretty confident if you get pulled over with one in your car, you're probably getting a ticket for loitering with intent.
BTW guys. If you STILL need a reason to not talk through windows, simply asking if someone is LEO or asking them to prove they aren't LEO by exposing an intimate part of their body is enough to get an loitering with intentticket.
Are you automatically getting a ticket if you get stopped with a known Prostitute ? Maybe not, but you better have a good cover story, and she better stick to it too.
The other thing to keep in mind is almost all of these girls are addicts and carrying their drug of choice, paraphanalia or both on them. Cop pulls you over, she sure as hell doesn't want to go to jail, she dumps everything on the floor of your car. You say it's not yours, she says it not hers. Your car, your stuff. Now hopefully the cops check her for track marks, the stuff is on her side of the car, she takes the ride. But if the cop wants to play hardball, you're getting busted. I digress from the original question, as usual.
THAT'S why a lot of the girls have taken to the side streets. Tougher to make a loitering charge stick if you're not on a designated street like National, Greenfield or Lincoln.
So there's LOTS of reasons to be very careful. Check your headlights, brake lights, tail lights, turn signals, don't blast the music, don't speed, use your turn signals, make the scoop and the drop as fast as you can, and get out of the Loops as fast as you can using non designated streets.

PS As I've said before, I'm paranoid to a ridiculous degree, but in 20+ years I've only had one very near miss and that was because I ignored my own rules and gut feeling.
