One thought about our "progressive" administration: the obligation to report any STI to your partners (how exactly they do it, I'm not sure) is enforced for all the most commonly known (Chlamydia, gono, syph, others?) *but* not for HIV status, since Oh my goodness that could identify you as MSM or that has sex with trans women.

So the health of the people is less important than protection as sex / gender minority.

At any rate I still think they should just remove the obligation to report, make it simple, and have way more of the centers you described.
