The "preloaded card" like Green Dot actually need you to set up an account, then they send you a card. Account set up includes personal information, including possible verification of identity via government I'd (according to the small print). My understanding is that, for international transactions, they need a personal I'd verification. Something to do with terrorist funding after 9/11.
If anyone has a work around for SA not to get my personal info, I am all for it.
