I am not certain but the ordinance appears to be the same as San Diego's law. I don't believe that the law is a civil "intent to solicit". Tried searching for the ordinance on El Cajon cities site but it was not listed.

Cities took vehicles in prostitution cases

Police in El Cajon and National City have begun returning vehicles forfeited during prostitution-related arrests – for a price.
Empowered by ordinances passed last year in National City and El Cajon that have stirred controversy in those cities, officers have been taking ownership of vehicles from men caught allegedly soliciting prostitutes during sting operations.
Now the police are willing to deal. In National City, police will return the vehicle for a payment equal to 15 percent of its value.
El Cajon officials are making similar deals, but the price isn't set at a flat rate, City Attorney Morgan Foley said. The owners of nine of 12 vehicles seized during a recent sting reached deals with the city, which collected between $16,000 and $18,000.
"We negotiated prices based on a number of factors, like age and Blue Book value," Foley said.
Some, such as attorney Mark T. Clausen, say the tactics show that police are running a racket.
Clausen recently filed suit against El Cajon, Oakland, Sacramento and Stockton over seizure ordinances there.
"The citizenry is being hustled by the politicians and the police when they are told that the ordinances are going to help remove offenders' vehicles from the streets and thereby stem the tide of solicitation and drug purchases. In reality, the first day after the seizure, the offender can buy the car back through a settlement," he said.
"What the process does is sell justice, plain and simple."
National City Senior Assistant City Attorney Rudy Hradecky said the offers are lawful and fair.
National City police recently offered settlements after taking eight vehicles valued at $63,000 from eight men accused of soliciting sex from a female officer posing as a prostitute, Sgt. Dan Fabinski said. The vehicles were valued at $1,000 to $23,000.
Money from the sale of the vehicles is used to pay for towing, storage and other related costs. In National City, half of what's left over goes to the law enforcement agency involved in the seizure, and half goes into the city's nuisance abatement fund.
In El Cajon, half of what's left over goes to police and half goes to the City Attorney's Office.
"The whole process smells of money, and the city attorneys running the revolving door just don't seem to get it," Clausen said.
"It is no different than offering $20 to a cop not to give you a speeding ticket, or cutting a $1,000 check to the police retirement fund to get your DUI dismissed."
Police in other county jurisdictions say they are watching how things play out in National City and El Cajon before moving forward with similar laws. (end)
Damn cops have nothing better to do but to be focusing on this vice what real crimes are happening out there! I cruise ECB, National City and El Cajon City often for the sights and potentials but am really reluctant anymore to stop because of crap like this. Even with the "rules" (let her get in & drive off, "touchy test" and all the other good rules you've all posted here) you still gotta watch your back at all times! You never know who's looking around you.....

San Diego:
I do a lot of cruising, but I don't pick up many girls. I try and find a local girl and go with her. It's rare these days but it's worth it. ECB is starting to pick up again and hopefully there won't be so many pimps. The pimps tend to attract the cops.
Hollywood:
I have not been up to Hollywood in quite a while. There seems to be some action according the Hollywood section. I can only go during the day and early evening so this makes things sort of hit & miss. Now that LA has a intnet to solicit law I am much more reluctant to go up there. LA uses motorcycle cops so it's easir to get pulled over. A few years back this one motorcycle cop pulled me over with this one girl. A lot of this is because I don't really know the LA streets well enough.

Does anyone have information about LE activities in Chula Vista and National City? Do they sieze your vehicles like EC or SD? I am just wondering with all the LE in EC and SD and harsh crackdown in these areas if it might be time to start looking elsewhere.
