It would be like smashing a fly with a baseball bat, it would do nothing except make everyone feel all paranoid about being tracked. The authorities CAN pull rank on communications companies if they need to, but often that is used to sidestep official protocol which might take days or weeks to go through for time sensitive matters. Like felonies.

I'm dealing with this very issue because of a divorce. You can look at the privacy regulations on the providers website. Verizon for instance will only turn over records with an official subpoena with a civil or criminal case pending. My divorce for instance is a civil matter I can subpoena her records from Verizon, they have a special dept. Just for that but it takes 2 weeks, and 25 cents per page and they notify the person whose records are being turned over. IP addresses are 50 bucks a pop. And as far as pinging a tower well one tower covers a very large area and that type of information requires a special request from law enforcement on an emergency basis such as a missing person or 911 call with unknown address.
