CONCORD, NH The New Hampshire Attorney General's Office shuttered more than 40 percent of the state's "known illicit massage businesses" since launching a targeted human trafficking and commercial sexual exploitation campaign in November 2024.
John Formella, the state's attorney general, said. "These (were) not real spas they are hubs of organized trafficking hiding in plain sight," Formella said. "They profit from the abuse of vulnerable women and have no place in our state. ". -. -.
The strategy targets traffickers and sex buyers, not the women being exploited, he said. . -. -. "If you are buying sex at these businesses, you are funding human trafficking," he said. "You are part of the problem and we will hold you accountable. " . -. -. The passage of HB 405 . -. -. - made it a felony for any person or business to knowingly permit a place under their control to be used for prostitution. ".
This is an example of dishonesty by government. A masseuse who recently worked at a New Hampshire massage parlor told me "No" when I asked if she was trafficked, meaning forced. She said, "we all work voluntarily".

"Historically, the victims of the sex trade have faced the worst penalties when caught in prostitution acts. But now, the buyers, who create the demand, will be the focus of the penalties. Those caught buying sex in New Hampshire will face a more serious misdemeanor and be fined $500 when the law takes effect on Jan. 1" (2026).
