I think you have a different version of reality.
They have the money to make themselves semi immune and they have lawyers to work around the legal system. Don't get me wrong, they can be shut down once the government cracks down on escorts websites or something similar to it like SA. But in the meantime they are still up and active. The app for SA on Apple wasn't active for awhile and somehow SA worked around it to get the app up again. Apple didn't want to be part of p4 p. But somehow they changed their views on SA.
SA is not backpage or or other websites similar to BP. SA takes higher precautions. As for agencies, well they don't have the same money as SA, and the law can crack down on agencies way easier than a big company such as SA.
If BP got closed down then I don't see how exactly is SA going to avoid the same fate. The safe harbor of the host not being responsible for it's user's content / actions is gone. All it takes is for the feds to suspect that Johns are soliciting the SBs. They catch enough Johns and they will "crackdown" on SA too. Lawyering up will only delay the inevitable.
Most especially_ concerning is that SA has already received media notoriety. So really, a good sample size is all it takes for them to have justification. The more notorious a site is, the faster will it fall to its demise. Lawyer or not.
If everyone is to thrive in this environment the only way to go is be under the radar. SA pretty much puts a big neon sign on top of the SBs and SDs head saying, hey look at us! An agency website can stay under the radar and do camouflaging themselves. And as long as they don't attract attention then they can exist. I doubt you can say the same for SA, if anything, I'm going to bet SA gets targeted first before agencies actually. At worst, agencies close down their website. The website is merely a convenient place to display their girls and rates which can be easily shared in a different platform (IE messaging apps). SA on the other hand exists as a medium to advertise SBs. No medium, no fun.
