Asian community influence?
Police in certain communities are known to go to establishments, and tell them to close down, or they, the police, will close them down.
Perhaps communities are becoming concerned about the publicity surrounding the closure of an establishment in their communities for offering sexual services, and having their communities associated with prostitution or the media's favorite phrase, human trafficking. Thus, the communities are trying to have a lower spotlight on closures.
Or perhaps, the police are not publicizing their stings, arrests, and closures (unlikely).
Perhaps there is a local Asian / Chinese presence that packs a lot of political / business clout in Boston and a "mutual understanding" on how the matter would be handled.
I would guess the same would apply in Quincy.
