I believe the law only applies to specific districts as per ordinances. It covers the area along 41 to fowler and MLK. Not sure if citations can be issued for other places, like in NFM.
The way the ordinance reads is that you are in violation if you are in the specified zones and you stop to pick up a known SW. Not necessarily known by you, but known by the police. Here's the exact Fort Myers ordinance. It's very enlightening. If I'm reading it correctly, while in the privacy of your vehicle and still on a public street, if you ask a girl to show her boob, you can be busted. If you show your dick, whether asked to do so or not, you can be busted. Fines can go pretty high as you can see at the end of this.
Sec. 50-34. Precursor acts facilitating prostitution and lewdness.
(a)
Definitions. The following words, terms and phrases, when used in this section, shall have the meanings ascribed to them in this subsection, except where the context clearly indicates a different meaning:
Contact means sufficiently close proximity between two or more persons as to permit verbal communication between them.
Public encounter means contact between two or more persons which originates in the city where at least one of the parties thereto is on a public street, public sidewalk, or public right-of-way, or is visible from any of the foregoing, regardless of whether any party is in a motor vehicle.
Right-of-way means any publicly owned or maintained property, street, easement, avenue, boulevard, road, highway, bridge, pier, land, path, alley, court, sidewalk, or drive, or other public ways, now or hereafter existing as such within the city.

Demand or request any encounter participant to fondle or touch the sexual organ of any other encounter participant, whether or not the sexual organ is covered by clothing or other material; or.

In order to limit application of this section to prostitution related activities and not prohibit otherwise lawful behavior between persons not involved in prostitution related activities, this section shall be enforced only when a law enforcement officer is one of the participants in the public encounter. A first violation of this section is punishable by imprisonment for a term of not exceeding 60 days and a fine not exceeding $500. 00.

Consider that earlier this year, a few SW's were arrested in Fort Myers for soliciting a guy whose dick they had sucked many times before. The guy was a rat working with the cops. Since no cop was present in the vehicle, what authority did they have to arrest the girls once they solicited? It's happened to him that the first time he won't pay the inflated price that they may gripe or give substandard service, but when they see him again, they go all out for the same discounted rate.
