If you have a message thread with the person in question, there is a note at the bottom of the thread. If they've deactivated their account. It says "The user's account has been deactivated. ".
If they blocked you, it says "Unable to send a message as user is no longer active. ".
I guess there's no way to tell if you haven't written to them yet.
