My company service Cleveland ave 5 times today. And each time we hit Cleveland ave we saw SW'$ out attractive ones at that. I saw at least 5 SW'$ I never saw a day before in my life. First, a citation isn't an arrest, so there won't be an arrest record.
Secondly, if you DO decide to go to court to protest the citation, the law basically says that if you can provide an explanation which dispels any possibility that you were a monger on the hunt, the court has to drop it. Though frankly it's probably actually easier and cheaper to just pay the fine. I'm ornery enough that I'd probably fight it, just to cost them more than the revenue they'll gain.
This is an anti harassment ordinance, by the way, not an actual state law; state law specifically allows counties and municipalities to have loitering ordinances, which are all about revenue first, and deterrence second. They are also racist as fuck (I assume you're black, because white folk pretty much don't get loitering charges; apologies to the admin if that violates a forum rule to say, but it's true.).
I'll tell you my catch-all "reason" for ever being parked anywhere, no matter how suspicious: "officer, I needed to respond to a text". Texting while driving IS a violation of state law, so what are they going to do? Good luck pitting your 3rd level municipal ordinance against my 17th level state law! Pwned.
It's hard to advise going ahead and getting an attorney, because it costs much more than the fine, but you can always get a free consult.

Well I was out so I figure I hit my favorite destination so I got there around 2 am I figure wasn't going to be much out which it wasn't but to my surprise I ran up on this sexy darkskin BSW around the super inn. She was walking toward Fredrick drive wearing a dress she had long braids in her hair and her face was pretty cute also plus I have a thing for darkskin girls anyway.
