CA has some of the most high-priced areas in the country (SF, LA, SD, OC) where good providers can charge premium prices. So why would a good provider incur major additional expenses (airfare, hotel, etc.) rather than stay close to home and rake in the cash? And, for good providers in lower cost CA areas (and elsewhere on the West Coast), why travel across country instead of simply going to SF or LA and charging premium prices there? If privacy is the issue and they don't want to work in their own city, then it would still be easier to travel to another West Coast area rather than the DMV.
IMHO, the most reasonable explanation is that the Greater DC area has developed a reputation of overpaying for poor or average service. Providers in CA have a lot of competition and if they want to charge premium prices there then they have to provide a corresponding level of service. If a mediocre escort would only get 200-ish in LA but can get 300+ in the DMV then that's a strong travel incentive.
As with all things, I'm sure there are exceptions. But those would tend to be in the minority and, since one of the key strategies in the hobby is to nudge the odds in your favor, the bottom line is that (again, IMHO and without reviews or intel to the contrary) Cali and West Coast girls are generally not a good bet.
